Illinois Citizens Utility Board Climate Update and Action Needed
Scott Allen, Outreach Coordinator for the Citizen’s Utility Board of Illinois (CUB) will present on pending legislative issues and CUB’s statements and action on climate change.
- Fall: Carbon Capture Utilization and Sequestration regulations: this will determine how, and to what extent Illinois becomes the country’s dumpster for CO2.
- Spring: 1: “Clean Heat” legislation – a CEJA for cleaning up the building sector; 2: Transparency requirements for publicly-owned utilities – the municipal and co-op utilities in the state were carved out of CEJA’s emission reduction requirements, and this bill seeks to get them rowing in the same direction.
- Hopefully Spring: dealing with Ameren/MISO capacity issues. Meeting our renewables targets under CEJA is being threatened by a number of factors, so a bill is being shopped to fix the way that downstate IL’s capacity auction is run.
Scott Allen is the Citizens Utility Board’s Clean Energy Policy Coordinator. He joined the organization in 2014 as CUB’s first downstate staffer. In 2018, Scott began working with the Illinois Clean Jobs Coalition, and served as the downstate representative for the Coalition’s steering committee and CEJA negotiation team. After CEJA passed in 2021, Scott’s attention switched to working on issues related to Illinois’ publicly-owned municipal and cooperative utilities.
